Virginia District 1
Proposed lean: DTidewater & Northern Neck
Virginia's 1st Congressional District covers the Northern Neck, Middle Peninsula, and parts of the Fredericksburg region along the Chesapeake Bay.
Virginia District 2
Proposed lean: TossupHampton Roads
The 2nd District covers Virginia Beach and Eastern Shore communities β a historically Republican Hampton Roads seat with a large military population.
Virginia District 3
Proposed lean: DHampton Roads
The 3rd District anchors Hampton Roads, covering Norfolk, Newport News, Hampton, and Portsmouth β a majority-minority Democratic stronghold.
Virginia District 4
Proposed lean: DCentral Virginia
The 4th District centers on Richmond and runs south through Petersburg and Emporia β a reliably Democratic seat currently held by Jennifer McClellan.
Virginia District 5
Proposed lean: DCentral & Piedmont
The 5th District stretches across the Piedmont, anchored by Charlottesville, Albemarle County, and Lynchburg.
Virginia District 6
Proposed lean: DShenandoah Valley
The 6th District runs through the Shenandoah Valley from Winchester to Roanoke β historically one of Virginia's most Republican districts.
Virginia District 7
Proposed lean: DNorthern & Central Virginia
The 7th District is the most dramatically redrawn district in the proposal. It now stitches together North Arlington, Falls Church, and central Fairfax with a corridor running south through Culpeper to Augusta County.
Virginia District 8
Proposed lean: DNorthern Virginia
The 8th District covers Alexandria, South Arlington, and eastern Fairfax County β one of the most Democratic districts in Virginia.
Virginia District 9
Proposed lean: RSouthwest Virginia
The 9th District covers Southwest Virginia β coal country, the mountains, and Bristol. It remains the state's most Republican seat.
Virginia District 10
Proposed lean: DNorthern Virginia
The 10th District covers Loudoun County, western Fairfax, and Winchester β a rapidly growing, Democratic-leaning NoVA exurb district.
Virginia District 11
Proposed lean: DNorthern Virginia
The 11th District covers most of Fairfax County β suburban Northern Virginia and a safely Democratic seat.
